PLANNING COMMISSION CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA

RESOLUTION NO. PC-96-30

RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF
PROVIDIAN BAN CORP FOR A PLANNED UNIT DEVELOPMENT MAJOR
MODIFICATION AND DEVELOPMENT PLAN APPROVAL, AS FILED UNDER
CASE PUD-80-16-7M AND PUD-80-16-11D

WHEREAS, Providian Bancorp has applied for a Planned Unit Development major
modification and development plan approval to allow the construction of two (2)
new, two-story office buildings totaling approximately 100,000 square feet of
building floor area located on an approximately 11.15-acre site located at the
southwest corner of Franklin Drive and Johnson Drive; and

WHEREAS, the proposal also included the abandonment of the section of Morse Drive located
between Franklin Drive and Johnson Drive; and

WHEREAS, zoning for the property is PUD (Planned Unit Development) - I/C-O
(Industrial/Commercial - Office) District; and

WHEREAS, at their duly noticed public hearing of May 8, 1996, the Planning Commission
considered all public testimony, relevant exhibits, and recommendations of the
City staff concerning this application; and

WHEREAS, a Negative Declaration of Environmental Impact was previously approved by the
City Council for PUD-80-16-3M, therefore no environmental document was
prepared for this project; and

WHEREAS, the Planning Commission made the following findings:

1. The proposed development plan modification is in the best interests of the public
health, safety, and general welfare:

Full public street infrastructure including public streets, sidewalks, and utilities
are present to serve the proposed development on this site. All on-site
infrastructure will be installed by the project developer.
The project developer will install new public sidewalks along the east and south
sides of Franklin Drive. This sidewalk would serve properties on both sides of
Franklin Drive, would be connected to existing sidewalks in the Signature
Center business park, and, in staffs opinion, would off-set the removal of the
sidewalk located on the north side of Morse Drive between Franklin Drive and
Johnson Drive.
