<br />Resolution No. PC-96-22 <br />Page 9 <br /> <br />a. The height of the proposed freestanding freeway oriented sign shall be reduced to <br />no more than 20 ft. in height. The size of the sign cabinet and arrow shall be reduced <br />proportionately with the sign height. <br /> <br />b. The freestanding freeway and monument signs shall be redesigned to utilize a <br />text-coat stucco finish that matches the color and texture of the IN-N-OUT Burger <br />restaurant building. <br /> <br />c. Internally-illuminated routed-out letters shall be used on the freestanding freeway <br />and monument signs instead of internally-illuminated sign cabinets. <br /> <br />17. No window signs (temporary or permanent) shall be installed. <br /> <br />18. In the event that the applicant proposes to modify the hours or other aspects of the <br />drive-through restaurant business operation, the modification shall be subject to the <br />review of the Planning Director. The Planning Director may approve the modification or <br />refer the matter to the Planning Commission if judged to be substantial. <br /> <br />19. If operation of the drive-through restaurant use results in conflicts pertaining to parking, <br />noise, traffic/circulation, litter, odors, loitering, or other impacts, at the discretion of the <br />Planning Director, this conditional use permit may be referred to the Planning <br />Commission for subsequent review at a public hearing. If necessary, the Commission <br />may modify or add conditions of approval to mitigate such impacts, or may revoke said <br />conditional use permit for the drive-through restaurant. <br /> <br />20. The applicant shall maintain the area surrounding the restaurant in a clean and orderly <br />manner at all times. The applicant (or designated representative of the business) shall be <br />responsible for retrieving stray litter generated by the drive-through restaurant use. <br /> <br />21. All restaurant facilities shall be equipped at all times with filtering devices to minimize <br />odors and fumes. Details of said devices shall be show on the plans submitted for <br />issuance of building permits and shall be subject to review and approval by the Planning <br />Director and Director of Building Inspection prior to issuance of building permits for the <br />project. <br /> <br />22. Prior to issuance of building permits, the applicants shall submit a line-of-sight analysis <br />from the eastbound Interstate 580 on-ramp to the IN-N-OUT Burger restaurant. If the <br />roof-mounted equipment would be visible from the Interstate 580 on-ramp, the applicants <br />shall screen the roof-mounted equipment to the satisfaction of the Planning Director by <br />increasing the height of the building parapet wall, utilizing low-profile roof equipment, <br />and/or relocating the equipment to other areas on the building or site. <br />
