<br />Resolution No. PC-96-20 <br />Page 2 <br /> <br />2. The plan is consistent with the City's General Plan: <br /> <br />The North Sycamore Specific Plan was developed to implement the City's <br />General Plan for the North Sycamore Area. The Sycamore Specific Plan has been <br />found to be consistent with the General Plan policies including development <br />outside 100-year flood zone areas, development on stable soils, construction <br />(future) of semi-custom housing stock, and densities consistent with surrounding <br />properties. Based on the analysis contained within this staff report, staff believes <br />that the subject development is consistent with both the General Plan and North <br />Sycamore Specific Plan; although all provisions of the NSSP are not provided for <br />directly with this project, this is essentially a "status quo" project with conditions <br />which will fully implement the Specific Plan when Parcels "B" and "C" develop. <br /> <br />3. The plan is compatible with previously developed properties in the vicinity and <br />the natural, topographic features of the site. <br /> <br />No additional development is proposed in conjunction with the proposed project. <br />Until a subsequent development plan is approved for Parcels "B" and "C," the site <br />will remain in its existing state. <br /> <br />4. The grading takes into account environmental characteristics and is designed in <br />keeping with the best engineering practices to avoid erosion, slides, or flooding to <br />have as minimal an effect upon the environment as possible. <br /> <br />No additional grading is proposed with the subject development and, thus, the <br />proposed project would have no effect upon the environment. Two small <br />drainage swales would be installed on Parcels "A" and "B" to prevent overland <br />drainage flow across parcels. The subsequent grading to accommodate the <br />development of Parcels "B" and "C" will be reviewed in the future when a <br />development is proposed for that lot. At that time, the grading will be required to <br />take into account the environmental characteristics of the site in keeping with the <br />best engineering practices to minimize any environmental impact. <br /> <br />5. The streets and buildings have been designed and located to complement the <br />natural terrain and landscape: <br /> <br />The future development of the site will be essentially determined by the <br />requirements of the North Sycamore Specific Plan. A primary factor to any future <br />development will be the ultimate location of the proposed East/West collector. <br />This roadway will be designed to take advantage of the on- and off-site <br />characteristics to fully complement the surrounding area. However, at this time <br />no additional development has been proposed. <br />
