<br />Resolution No. PC-96-16 <br />Page 2 <br /> <br />2. The plan is consistent with the General Plan: <br /> <br />The General Plan Land Use designation for this site is Retail, Highway, Service <br />CommerciallBusiness and Professional Offices which permits these type of <br />facilities as commercial establishments in this land use designation. Goal Number <br />1 of the General Plan Land Use Element calls for the City to achieve and maintain <br />a complete, well-rounded community of desirable neighborhoods, a strong <br />economic base, and a variety of community facilities. The proposed facility <br />would be an important component in establishing Pleasanton as a well-rounded <br />community by providing a needed service for the elderly segment of the <br />population. Other specific policies of the General Plan specifically address <br />meeting the needs of the senior population. The project is consistent with the <br />General Plan Land Use Map and other General Plan policies. <br /> <br />3. The plan is compatible with developed, adjoining properties. <br /> <br />The proposed modification of the facility from a two-story to a single-story <br />building is beneficial to integrating the structure with the adjacent residential <br />neighborhood to the south. This reduction in the building's height and mass helps <br />create a transition from the two-story commercial offices on Mohr Avenue to the <br />smaller mass of the adjacent residential structures to the east and south. The <br />single-story design and hip roof style help lend a residential character to the <br />design ofthe facility. Several issues identified by the neighboring residential <br />property owners about the proposed facility (traffic, parking, noise, odors, and <br />future changes in operation/use) have been addressed. The the proposed senior <br />care facility would be harmonious with the mixed use character of the area. <br /> <br />4. The grading will conform to proper engineering practices. <br /> <br />The site is fairly level and would not require extensive grading. Detailed grading <br />plans will be reviewed in conjunction with the issuance of building permits in <br />order to ensure that adequate grades are created to drain the site's stormwater into <br />the City's collection system. As conditioned, the project would be required to <br />adhere to the City's Stormwater Runoff Ordinance. Thus, the proposed grading <br />would conform to proper engineering practices. <br /> <br />5. The project has been designed to complement the natural terrain. <br /> <br />The subject property is an in-fill site which is surrounded by both commercial and <br />residential land uses. Minimal grading, in order to direct stormwater from the site <br />into an approved City collection device, would be required to construct the facility <br />on this site. The project would replace an unkempt vacant lot with a structure and <br />landscaping intended to complement the area. <br />
