In order to renew <br /> action on a permit after expiration, the permittee shall pay a new full permit fee. <br /> Any permittee holding an unexpired permit may apply for an extension of the time within which work <br /> may commence under that permit when the permittee is unable to commence work within the time <br /> required by this section for good and satisfactory reasons. The Building and Safety Official may extend <br /> the time for action by the permittee for a period not exceeding 180 days on written request by the <br /> permittee showing that circumstances beyond the control of the permittee have prevented action from <br /> being taken. <br /> To conform with requirements in SB721, Section 20.04.350 is amended to read as follows: <br /> 20.04.350 Required building inspections. <br /> Reinforcing steel or structural framework of any part of a building or structure or any plumbing, <br /> mechanical or electrical components shall not be covered or concealed without first obtaining the <br /> approval of the Building and Safety Official. Protection of joints and penetrations in fire-resistive <br /> assemblies shall not be concealed from view until inspected and approved. <br /> The Building and Safety Official shall require notification from the permit holder in order to make the <br /> following inspections: <br /> 1. Foundation Inspection. Footing and foundation inspections shall be made after excavations for <br /> footings are complete and any required reinforcing steel is in place. Plumbing, mechanical or <br /> electrical components are required to be in place. For concrete foundations, required forms shall be <br /> in place prior to inspection.The foundation inspection shall include excavations for thickened slabs <br /> intended for the support of bearing walls, partitions, structural supports, or equipment. Materials <br /> for the foundation shall be on the job,except where concrete is ready mixed in accordance with <br /> ASTM C 94,the concrete need not be on the job. <br /> 2. Under-slab and Under-floor Inspection. Concrete slab and under-floor inspections shall be made <br /> after in-slab or under-floor reinforcing steel and building service equipment, conduit, wiring, <br /> ducting, piping accessories or other ancillary equipment items are in place, but before any concrete <br /> is placed, or insulation and/or floor sheathing is installed, including the subfloor. <br /> 3. Floodplain Inspection, in designated flood hazard areas. Upon placement of the lowest floor and <br /> prior to further vertical construction,a registered design professional shall prepare and submit <br /> documentation to the Building and Safety Official of the elevation of the lowest floor, including <br /> basement,as required in Section 1612.4 of the California Building Code, or for one-and two-family <br /> dwellings, Section R306 of the California Residential Code. <br /> 4. Shear and Roof Inspection. A lateral bracing, roof framing and sheathing inspection shall be made <br /> before any weather protection covering or roofing material is installed on the walls or roof of any <br /> building. <br /> 5. Plumbing, Mechanical, Gas and Electrical Inspection. Rough inspection of plumbing, mechanical, <br /> gas and electrical systems shall be made prior to covering or concealment, before fixtures or <br /> appliances are set or installed, and prior to framing inspection. <br /> Page 11 of 64 <br />
