City Council Minutes Page 1 of 2 September 16, 2025 <br /> <br /> <br /> <br />CALL TO ORDER <br />CITY OF PLEASANTON <br />CITY COUNCIL <br />MINUTES <br />Tuesday, September 16, 2025 <br />4:00 PM <br />Mayor Balch called the City Council and Planning Commission Workshop to order at <br />the hour of 4:00 p.m. from the City Council Chamber located at 200 Old Bernal Avenue. <br />ROLL CALL <br />Present: Councilmembers: Eicher, Gaidos, Nibert, Testa, Mayor Balch <br /> Planning Commissioners: Jain, Mohan, Morgan, Jagoe (alternate), Wedge <br />Absent: Planning Commissioner Pace <br /> <br />1. Public Comment <br />Mayor Balch opened public comment. The following individuals provided comment: <br />Kathy Narum representing Zone 7 Water Agency, Bob Watson, Marty Inderbitzen <br />representing Pleasanton Garbage Service, and Christine Bourg. <br />Mayor Balch closed the public comment. <br />WORKSHOP <br /> <br />2. Receive a report on background information for the East Pleasanton Policy <br />Framework project and provide direction on key policy questions for future <br />consideration <br />Presentation by Ellen Clark, Emily Carroll, Ben Noble (consultant). <br />Recommendation: <br />• Receive a report on background information for the East Pleasanton Policy <br />Framework project; <br />• Confirm that the policy questions described in this staff report should be the <br />focus of continued study; and <br />• Provide any preliminary input on these policy questions or other project <br />issues. <br />
