Programs will be sustained through Medi-Cal reimbursement and County <br />Behavioral Health investments. <br /> <br />The City of Livermore has committed to financially supporting the project with Opioid <br />Settlement Funds. In September, a staff report will be presented to the Livermore City Council <br />to allocate $350,000 in opioid settlement funds for this project. <br /> <br />The proposed $100,000 allocation is intended as a one-time investment in capital and <br />predevelopment costs. While BHCIP funding will cover the majority of construction, and <br />Alameda County Behavioral Health will fund ongoing operations, additional support may be <br />required to sustain a full continuum of SUD services for Tri-Valley residents. <br /> <br />This project is expected to directly advance all five HIAA priorities and provide critical regional <br />treatment capacity. <br /> <br />Potential Future Uses of Opioid Settlement Funds <br />Staff is also evaluating other eligible and potentially high-impact uses of the remaining opioid <br />settlement funds. Areas under consideration include, but are not limited to: <br />• Data Tracking Tools: Enhancing systems for monitoring opioid-related trends and <br />program outcomes. <br />• Mental Health Clinicians: Expanding access to behavioral health professionals to <br />support individuals affected by substance use disorders. <br />• Educational Programs: Implementing community-based prevention and awareness <br />programs targeting youth and at-risk populations. <br />• Narcan Distribution: Increasing the availability of opioid overdose reversal agents to <br />first responders and community members. <br />• Other Evidence-Based Interventions: Exploring innovative strategies that align with <br />the settlement guidelines and address community-specific needs. <br /> <br />Staff will continue to review guidance, consult with stakeholders, and assess best practices to <br />develop a comprehensive proposal for fund allocation. <br /> <br />EQUITY AND SUSTAINABILITY <br />Providing funds to support a substance use disorder facility in the Tri-Valley will provide a safe <br />space for those in need of treatment, closer to their local community, including Pleasanton <br />residents. <br /> <br />OUTREACH <br />No outreach was conducted on this item. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />This recommendation aligns with the ONE Pleasanton Strategic Plan Goal: E.
