Wheel stops shall be provided unless the spaces are fronted by concrete curbs, in which case sufficient areas shall be provided beyond the ends of all parking spaces to accommodate the overhang of automobiles. 23. Only modular newspaper dispensers accommodating more than one (1) newspaper shall be allowed outside this building. The design of these dispensers shall be approved by the Planning Director. Landscaping and Irrigation System Design and Operation: 24. The developer shall enter into an agreement with the City, approved by the City Attorney, which guarantees that all landscaping and open space areas included in this project will be maintained at all times in a manner consistent with the approved landscape plan for this development. Said agreement shall run with the land for the duration of the existence of the structures located on the subject property. 25. A final landscape plan and irrigation plan shall be submitted to and approved by Planning Director as part of the building permit plan set prior to issuance of an on-site permit. Said landscape plan shall be consistent with the approved landscape plan plus any conditions of approval, and shall be detailed in terms of species, location, size, quantities, and spacing. 26. The developer shall provide root control barriers and four inch (4") perforated pipes for parking lot trees, street trees, and trees in planting areas less than ten feet (10' 0") in width, as determined necessary by the Planning Director at the time of review of the final landscape plans. 27. All trees used in landscaping be a minimum of fifteen (15) gallons in size and all shrubs a minimum offive (5) gallons, unless otherwise shown on the approved landscape plan. 28. The developer shall adjust the sprinkler heads to redirect the water away from the monument sign while ensuring complete irrigation coverage of the landscaping around the sign. All landscaping around the sign shall be restored after installation of the sign and prior to final of the sign permit. 29. Prior to occupancy, the landscape architect shall certify in writing to the Planning Director that the landscaping has been installed in accordance with the approved landscape and irrigation plans with respect to size, number, and species of plants and overall design concept. 30. Six inch (6") vertical concrete curbs shall be installed between all paved and landscaped areas.
