Page 4 of 7 <br />LIHF: $351,465 Amount of LIHF recommended to be allocated to agencies for <br />housing-related projects/programs. <br />Total $918,796 <br /> <br />The City received thirty-one (31) applications from non-profit organizations, requesting a total <br />of $1,337,164 in funding. These non-profit organizations are integral in supporting <br />Pleasanton's most vulnerable residents. Attachment 2 summarizes the programs reviewed by <br />the Human Services Commission and funding recommendations by funding source. <br /> <br />Federal CDBG and HOME funding allocations <br />The U.S. Department of Housing and Urban Development (HUD) has announced the City's <br />federal CDBG ($381,455) and HOME ($111,641) award amounts for FY 2025/26. <br /> <br />The City will allocate the statutory cap of 15% of its CDBG allocation for FY 2025/26 for public <br />services activities ($57,218) and the statutory cap of 20% for program administration <br />($76,291). While the City will allocate $23,316 towards its HUD Section 108 Loan Repayment <br />obligations from the remaining 65% of its CDBG allocation ($247,946) strictly earmarked for <br />capital projects, the City has $224,630 of unallocated CDBG funds for eligible capital projects <br />that it will carry over to the next fiscal year 2026/27 because the City did not receive a single <br />capital project application requesting HHSG funding. <br /> <br />Alameda County Housing & Community Development (HCD) administers the HOME program <br />and allocates funds on behalf of the Alameda County HOME Consortium, of which Pleasanton <br />is a member. HCD is allocating $105,765 in HOME funds to Pleasanton for HOME-eligible <br />activities and $5,876 for administration costs, for a total allocation of $111,641 for FY 2025/26. <br /> <br />Human Services Grants <br />For many years, the City has allocated General Fund money to support human services <br />programs in Pleasanton. The historical annual allocation for Human Services Grants is based <br />on a policy adopted by the City Council in 2009, which increases/decreases funding based on <br />the percentage increase/decrease in the City's General Fund from the prior year. Due to <br />budget constraints this year, the City Council has directed the total amount allocated to HHSG <br />to be set at $100,000 - significantly less than prior years' typical General Fund annual <br />allocation to the program, but more closely aligned with neighboring cities.
