<br />Resolution No. PC-97-96 <br />Page 3 <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The North Sycamore Specific Plan was developed to implement the City's General <br />Plan for the North Sycamore Area. The Sycamore Specific Plan has been found to <br />be consistent with the General Plan policies including preserving the character of <br />existing residential neighborhoods, attaining a variety of housing types and <br />densities, development outside 100-year flood zone areas, and development on <br />stable soils. The proposed project's land uses, primary and secondary dwelling <br />units, conform to the NSSP's PUD-Agriculture land use designation for the project <br />site. <br /> <br />3. The plan is compatible with previously developed properties in the vicinity <br />and the natural, topographic features of the site. <br /> <br />The one-story building heights are compatible with other residential development <br />near this site. The proposed dwelling and carport are well-designed. Adequate <br />setbacks have been provided to reduce impacts on adjacent residences. <br />Landscaping is attractive and is consistent with the surrounding development on <br />Sycamore Road and the NSSP Design Guidelines. <br /> <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />The subject property is relatively flat. Grading will be limited to building pads, <br />drainage swales, and circulation areas. The property is not located in an <br />Alquist-Priolo Study Zone. Grading conducted on the site will be subject to <br />engineering and building standards. Erosion control and dust suppression <br />measures will be documented in the building permit plans and will be administered <br />by the City's Building and Public Works Departments. According to the United <br />States Federal Emergency Management Agency Flood Hazard maps, no portion of <br />the site is located in a flood hazard zone. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The subject site is located in a rural area. The proposed buildings will be <br />compatible in size and scale with surrounding dwellings and will still afford views <br />of surrounding hillsides. No new streets are proposed with the proposed <br />application. No significant forms oflandscaping would be removed for the <br />proposed development. <br />
