2. IMPLEMENTATION PLAN
Our team is ready to hit the ground running on day one with an improved approach
based on the knowledge we have gained performing this contract over the past 10 plus
years.
As the incumbent contractor for the City’s weed abatement services, we bring a strong
foundation of experience and a clear understanding of the program’s priorities,
expectations, and logistical challenges. Over the course of our current contract, we’ve
refined our approach based on real-world insights—streamlining routes, improving crew
deployment, and strengthening communication with City staff. These lessons have
shaped a more efficient, responsive, and results-driven implementation plan that we’re
confident will deliver even greater value moving forward.
Our plan prioritizes safety, consistency, and environmental responsibility, while allowing
the flexibility to scale resources as seasonal demands fluctuate. What follows is a
detailed breakdown of how we will execute the program across Parks, Streets, and
Utility areas—backed by the tools, staffing, and supervision needed to ensure timely
and high-quality service.
Every week we will prepare and share a weekly schedule (see sample attached) that
details the weed abatement areas where we plan to work- organized by zones or map
book pages and then by major streets and their cross streets. On a weekly basis, the
Supervisor will check hot spots and City entry points to ensure these areas are
maintained to meet expectations.
While our weekly schedule references our planned work for the separate Median
contract, we will keep the median and weed abatement crews separate to ensure clarity
regarding scope and execution of work. We believe the combined schedule can help the
Parks Maintenance Supervisor to perform quality control of our work across both
contracts.
All weed abatement activities will be planned and performed in a manner that prioritizes
traffic control and crew member safety as per the California Manual on Traffic Control
Devices.
We will staff the project with a dedicated weed abatement crew consisting of 1–3 trained
crew members based on seasonal needs. During peak annual fire / weed abatement
season we will scale up with additional seasonal workers or float crew support. Each
crew is equipped with string trimmers, brush cutters, and electric blowers, herbicide and
EXHIBIT B
Docusign Envelope ID: 2B88315C-9082-45D6-9658-94BC219C6718
