Page 1 of 3 <br />Item #12 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />December 19, 2023 <br />Police <br /> <br />TITLE: ADOPT A RESOLUTION APPROVING AN AGREEMENT WITH SUN RIDGE <br />SYSTEMS INC., TO PURCHASE A REPLACEMENT COMPUTER-AIDED <br />DISPATCH AND RECORDS MANAGEMENT SYSTEM THROUGH A FIVE-YEAR <br />LEASE-PURCHASE TERM IN THE AMOUNT OF $1,434,360 <br /> <br />SUMMARY <br />The City’s current vendor for providing Police Computer Aided Dispatch and Records <br />Management software requires an upgrade to comply with State crime reporting regulations. <br />Given the 15-year relationship with the current vendor, Tyler Technologies, staff conducted a <br />Request for Proposals (RFP) process, through which Sun Ridge Systems, Inc., was selected <br />as the vendor. The Sun Ridge Systems solution complies with state regulations, allows for <br />interoperability and information sharing with our regional public safety partners, and reduces <br />the annual maintenance cost by 50 percent. Staff recommends the City Council approve the <br />contract with Sun Ridge Systems Inc., for a period of five years at a cost of $1,434,360. <br /> <br />RECOMMENDATION <br />Adopt a resolution approving an agreement with Sun Ridge Systems Inc., to purchase a <br />replacement computer-aided dispatch and records management system through a five-year <br />lease-purchase term in the amount of $1,434,360. <br /> <br />BACKGROUND <br />The Police Department’s current Computer Aided Dispatch (CAD) and Records Management <br />System (RMS) software is an integral solution used to provide public safety 911 services and <br />police dispatching for the City. It also stores all Police Department records as required by <br />statute, regulation, and in support of police operations. The current CAD/RMS software is <br />dated and is no longer supported by the vendor, Tyler Technologies (Tyler). Tyler does sell an <br />update to the existing system; however, staff recognizes deficiencies with the Tyler system and <br />conducted a competitive RFP process to evaluate other software solutions through which <br />RIMS was selected as the preferred solution offered by Sun Ridge Systems, Inc. <br /> <br />DISCUSSION <br />Through the RFP process, staff discovered several benefits to selecting a new CAD/RMS <br />Vendor. Police agencies in the State of California were required to transition from the Uniform <br />Crime Report (UCR) to the National or California Incident Based Reporting Systems (NIBRS or <br />CIBRS) RMS system. Many agencies, including Pleasanton, have not yet made this switch for <br />a variety of reasons. While the updated Tyler program is NIBRS/CIBRS compliant, it requires <br />agencies do a significant amount of staff work prior to being able to accurately report. Not only <br />is RIMS NIBRS/CIBRS compliant, it does not require additional staff work to begin reporting. <br /> <br />Operationally, RIMS is a superior product that is in use by most law enforcement agencies in <br />Alameda, San Mateo and Santa Clara Counties.
