<br />Resolution No. PC-97-90 <br />Page 3 <br /> <br />Circulation Element <br /> <br />The project has been designed to provide a safe circulation system which <br />minimizes impacts to the existing streets in the surrounding residential <br />neighborhoods. The project circulation system would include two Emergency <br />Vehicle Accesses and street connections to local collector/arterial streets. Off-site <br />circulation improvements would be completed by the project proponents and <br />include improvements to Busch Road and the intersection of Busch Road and <br />Valley Avenue, as well as traffic calming devices throughout the existing <br />residential neighborhood. Pedestrian pathway improvements would be completed <br />in the adjacent Iron Horse Trail corridor, consistent with the City's Community <br />Trails Master Plan, as well as an internal pedestrian pathway linking the trail to the <br />properties to the north of the project site. All interior streets and sidewalks within <br />the project would be designed to meet City design standards and to provide a safe <br />and effective circulation system within the development. <br /> <br />Housing Element <br /> <br />The proposed residential development would provide a variety of housing styles <br />and lot sizes. The proposal includes several different neighborhoods within the <br />project site area, with varying house sizes. The two existing heritage homes would <br />be retained and the project would be required to apply for and receive allocations <br />under the City's Growth Management Program in order to ensure the preservation <br />of adequate services in the existing, adjacent neighborhoods upon development of <br />the site. <br /> <br />Public Safety Element <br /> <br />The project proponents have completed a soils report for the new development to <br />determine the presence of any hazardous materials or potential contaminants on <br />the site due to its prior use for agricultural activities. The study concluded that the <br />site was clean, except that additional documentation and remediation is needed for <br />the previous removal of fuel tanks in the area immediately surrounding the <br />residences. Additional geological and soils testing will be completed prior to the <br />approval of the tentative map. <br /> <br />Public Facilities <br /> <br />Public utilities would be extended to this area as a result of the proposed project. <br />The proposal includes the extension of sewer and water mains and other utilities to <br />serve the proposed development, subject to specific conditions and City design <br />standards. Additionally, a permanent storm drain system would be installed to <br />serve the development and an existing facility in the area currently using a <br />
