Furthermore, the antenna extension on an existing monopole and the location of the equipment building on the site of an automotive repair use would be considered to have an insignificant visual impact on surrounding properties. C. The proposed conditional use will comply with each of the applicable provisions of the zoning ordinance. The proposed conditional use is required to comply with all applicable sections of the Pleasanton Municipal Code governing properties zoned Service Commercial. Conditions for the construction ofthe cellular telephone antenna and the utility/ equipment building to ensure their compliance with the City's zoning ordinance and objectives are included. By complying with the recommended conditions of approval, the cellular telephone antenna and the equipment building would meet the criteria for receiving a conditional use permit and would, therefore, comply with the intent of the zoning ordinance. WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act (CEQA); therefore, no environmental document was prepared for this application; and WHEREAS, the Planning Commission determined that the proposed project is well-designed and, as conditioned, is appropriate for the site. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOL YES THE FOLLOWING: Section 1. Approves Case UP_97_54/Z-97-203, the application of GTE Mobilnet/Matthews Land Company for a conditional use permit and design review approval to allow the construction and operation of a cellular communications facility involving the addition of a 9' 0" tall transmission! receiving antenna extension to the existing Cellular One monopole, raising the monopole's height from 75' 0" to 84' 0", located at 3830 Old Santa Rita Road (monopole extension), and construction of an approximately 113 sq. ft. unmanned equipment building located at 3876 Old Santa Rita Road (equipment building), subject to the conditions shown in Exhibit "B," attached hereto and made part of this case by reference.
