<br />Resolution No. PC-97-72 <br />Page 2 <br /> <br />The proposed educational facility would be contained completely on-site. The <br />school will occupy approximately one-quarter of Building G and around 2 percent <br />of the entire center. Sufficient parking is available for the anticipated number of <br />20 students and one instructor and one administrator, and that there would be <br />adequate parking even ifup to 40 students attend class. Additionally, a WHEELS <br />stop is located directly in front of Gateway Square, and the applicant is offering its <br />students a BART/WHEELS pass program. <br /> <br />No hazardous materials, medical waste, or other products would be used or <br />generated by the proposed school, so the proposed use would not have any <br />detrimental impacts on the public health, safety, or welfare, and the proposed use <br />would not have a deleterious effect on surrounding tenants. <br /> <br />C. The proposed conditional use will comply with each of the applicable <br />provisions of the zoning ordinance. <br /> <br />The site's POO zoning permits the establishment oftrade and business schools. <br />The Municipal Code requires 12 - 23 parking spaces for the school as proposed at <br />its typical level of use and at its maximum level of use, respectively. There are <br />sufficient numbers of available parking spaces to accommodate the use, and the 12 <br />parking spaces required for the school's typical level of use are equivalent to a <br />retail tenant space of the same size. Standard conditions of approval have been <br />added to ensure that the school would be operated in a safe manner and in <br />accordance with the Municipal Code. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the <br />California Environmental Quality Act (CEQA); therefore, no environmental <br />document was prepared for this project. <br /> <br />WHEREAS, the Planning Commission determined that the proposed continuing education <br />facility is appropriate for the site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOL YES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case UP-97-49, the application of Hospital Consortium Education <br />Network for a conditional use permit to establish a continuing educational facility <br />for health care professionals located at 4811 Hopyard Road, subject to the <br />conditions shown in Exhibit "B," attached hereto and made part of this case by <br />reference. <br /> <br />Section 2. <br /> <br />This resolution shall become effective 15 days after its passage and adoption unless <br />appealed prior to that time. <br />
