City Council Minutes Page 5 of 6 April 15, 2025 <br />ORIGINAL MOTION: It was m/s by Eicher/Balch to approve the item recommended by <br />staff. <br />SUBSTITUTE MOTION: It was m/s by Gaidos/Eicher to postpone the item until the May <br />6, 2025 regular City Council Meeting for staff to complete a planning level inspection <br />regarding design consistency of the project and conformance with the Zoning <br />Administrator's action and provide clarification regarding the timeline of approvals and <br />communications with applicant. The Council also requested that the Zoning <br />Administrator letter be provided to the Council as additional information at the May 6 <br />meeting. <br />Motion failed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos <br />Noes: Councilmembers Nibert, Testa, Mayor Balch <br />Absent: None <br />ORIGINAL MOTION: It was m/s by Eicher/Balch to approve the item recommended by <br />staff. Mayor <br />Balch reconvened the meeting at 9:18 p.m. <br />MOTION: It was m/s by Gaidos/Eicher to continue the item to the May 6 regular City <br />Council meeting for staff to provide clarification on design refinements and additional <br />information on the timeline of the project. Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />MATTERS INITIATED BY COUNCIL <br />Councilmember Testa requested if there was support to pause the interview and <br />appointments process if there is an interest in restructuring City Commissions and <br />Committees. The request failed for lack of majority consensus. <br />With majority consensus, Mayor Balch requested that staff share additional information <br />as a memorandum to the City Council on how current fees in the Master Fee Schedule <br />are being applied to each of the items on the street closures list.
