<br />Resolution No. PC-97-70 <br />Page 2 <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />1. The plan is in the best interests of the public health, safety, and general <br />welfare. <br /> <br />The residential use, as conditioned, meets all applicable City standards <br />conceming public health, safety, and welfare, and would clearly be <br />compatible with the surrounding neighborhood. <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The General Plan designation for the property and surrounding <br />neighborhood is Low Density Residential. The use of the structure as a <br />residence would be consistent with the General Plan designation and would <br />still allow visual access to the historic resource. <br /> <br />3. The plan is compatible with previously developed properties in the vicinity <br />and the natural, topographic features of the site. <br /> <br />conditions of approval have been added which address how this site would <br />be modified to better assimilate it into the surrounding neighborhood. A <br />condition has been included which requires that a landscape plan be <br />submitted in accordance with the Golden Eagle Design Guidelines. A <br />condition requiring that all future uses and development shall be governed <br />by the requirements ofthe Golden Eagle Farm Custom Lot Design <br />Guidelines and Development Standards has also been included. <br /> <br />4. Grading takes into account environmental characteristics and is designed <br />in keeping with the best engineering practices to avoid erosion, slides, or <br />flooding to have as minimal an effect upon the environment as possible. <br /> <br />Subsequent development of the property as a residential use would require <br />a minimum amount of grading. All of the project improvement plans will <br />be reviewed and approved by the City for their compliance to standard soil <br />erosion control practices. In addition, landscape plans would be required <br />to ensure that the site blends into the surrounding neighborhood. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The existing Adobe is an historical structure which has existed in accord <br />with the surrounding rural environment for many years. The residential use <br />would retain this structure as it currently exists, so that it would continue <br />to complement the surrounding area.
