During this task, we will also collect limited data about intersection accessibility, such as availability of <br />curb ramps at the major intersections. We will digitize the data collected into a GIS layer for analysis <br />under task 3.2. <br /> <br />Task 2 Deliverables: Memorandum summarizing document review, Updated Bicycle and Pedestrian <br />Infrastructure Inventory (GIS file), Major Intersection Pedestrian Infrastructure Inventory (GIS file), <br />One (1) data collection site visit <br />Task 3: Data Collection and Analysis <br />The team will review a range of existing data sources related to active modes to identify areas of high <br />bicycle and pedestrian demand, high-stress locations for bicyclists and pedestrians, and network gaps <br />and barriers, to ensure that the proposed system meets the needs of users of all ages and abilities. <br /> <br />Task 3.1: Demand Analysis: <br />The team will identify existing demand for bicycle and pedestrian trips in Pleasanton. We will determine <br />key origins and destinations across the city, utilizing the (a) City’s existing pedestrian and bicyclist count <br />data, (b) micromobility data available through Replica*, (c) community input gathered during Task 4, <br />and (d) the location of schools, transit centers, parks, Downtown, and community facilities. The team <br />will map these key origins and destinations and places with high micromobility use, which will inform <br />locations of high demand where bicycle and pedestrian infrastructure should be added or enhanced. <br /> <br />The team will also review adjacent agencies’ bicycle and pedestrian plans as well as emerging <br />micromobility programs (such as the anticipated Dublin bikeshare program) to identify potential areas of <br />collaboration that may enhance access to destinations Pleasanton residents are trying to access outside <br />of the city limits. <br /> <br />The team will work with City staff to determine the best approach for updating the City’s count data. <br />Our experience has taught us that traffic counts are most useful later in the project timeline, once <br />priority projects and locations have been identified. Our fee estimate assumes that we will work with a <br />third-party count provider to collect turning movement counts at up to ten high priority locations in the <br />city. We can also supplement the count data using citywide Replica data. <br /> <br />*REPLICA is an activity-based travel demand model that uses big data sources to calculate multimodal <br />travel activity. Toole Design has a Replica subscription that allows the team to provide the data to clients <br />free of charge. As an alternative or supplement to collecting volume, speed, and activity data, Toole <br />Design can use the firmwide Replica subscription to extract vehicle volumes and speeds for all of <br />Pleasanton (including local streets), and some bicycle and pedestrian volume data. <br />Task 3.2: Safety and Stress Analyses: <br />Comfort is a key factor in whether individuals choose to walk or ride a bike, whether it’s for commuting, <br />everyday needs, recreation, or intermodal transportation connections. Low-stress connectivity <br />improvements create more usable route options and shorter trips (i.e., greater convenience), thereby <br />increasing the likelihood that people will walk or ride a bicycle. The team proposes using two analyses – <br />Pedestrian Crossing Stress Analysis (PxLTS) and Bicycle Level of Traffic Stress (LTS) Analysis – to identify <br />high stress intersections and corridors within the City.
