<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-97-65 <br /> <br />RESOLUTION RECOMMENDING APPROY AL OF THE APPLICATION OF SECURITY <br />CAPITAL PACIFIC/PRUDENTIAL INSURANCE COMPANY OF AMERICA, FOR PUD <br />PLAN APPROVAL, AS FILED UNDER CASE PUD-81-30-71D <br /> <br />WHEREAS, Security Capital Pacific Trust/Prudential Insurance Company of America have <br />applied for Planned Unit Development (PUD) plan approval to construct a <br />540-unit apartment complex (Hacienda Park), located on an approximately 26.5 <br />acre site (Lot 60) Hacienda Business Park) generally located south of the <br />intersection of Hacienda and Owens Drives; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) - HDR (High Density <br />Residential) District; and <br /> <br />WHEREAS, the proposed project is covered by the existing Negative Declaration for this site <br />previously approved by the City Council; and <br /> <br />WHEREAS, at its duly noticed public hearing of August 13, 1997, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the City <br />staff concerning this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />I. The plan is in the best interests of the public health, safety, and general welfare. <br /> <br />The proposed apartment development would meet City standards for street improvements <br />and utility design. Adequate storm drain, sanitary sewer, and water service utilities are <br />present in the area surrounding the development and are sufficient to serve the new <br />apartment complex. All on-site infrastructure shall be installed by the project developer <br />with connections to municipal systems in order to serve the site. Drive aisles, driveways, <br />and the fourth leg of the Rosewood Drive/Owens Drive intersection will be designed and <br />constructed to City standards. The project will not generate volumes of traffic which <br />cannot be accommodated by existing City streets and intersections in the area. Adequate <br />access would be provided to all structures and units for police, fire, and other emergency <br />response vehicles. The apartments would be designed to meet the requirements of the <br />UBC and other applicable City codes. The project also would provide affordable rental <br />housing (13 5 units) and help the City to meet its ABAG requirements for provision of <br />lower income housing. <br />
