The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />The portion of the site on which the barn will be constructed is relatively <br />flat, requiring a maximum 3' 0" cut. As conditioned, appropriate grading <br />and erosion control procedures will be project requirements. The site is <br />not located in the Alquist-Priolo Study Zone. According to the United <br />States Department of Housing and Urban Development Flood Hazard <br />maps, no portion of the site is located in a flood hazard zone. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The portion of the site where the barn will be constructed is relatively flat, <br />requiring minimal grading. <br /> <br />6. Adequate public safety measures have been incorporated into the design of <br />the plan. <br /> <br />The construction of the proposed structure will be required to adhere to all <br />relevant building and public safety codes. Adequate access will be <br />provided to the structure for emergency vehicles. <br /> <br />7. The plan conforms to the purposes of the PUD District. <br /> <br />The proposed PUD plan conforms to the purposes of the PUD district, <br />which is to encourage efficient usage of small, odd-sized or topographically <br />affected parcels difficult for development by themselves. The proposed <br />barn has been sited on the relatively flat portion of this otherwise <br />topographically affected parcel. As conditioned, the plan also adheres to <br />the PUD purpose which is to provide a mechanism whereby the City can <br />designate parcels and areas requiring special consideration regarding the <br />manner in which development occurs. <br /> <br />WHEREAS, the Planning Commission finds that the proposed barn's design and agricultural use <br />are appropriate for the site. <br />
