The Plan of Control serves as a <br />"general plan" for thc GHAD and addresses the GI-IAD's ongoing <br />activities, including the monitoring of geologic conditions, identification <br />of geologic ha2ards, construction of needed improvements, and the <br />maintenance, repair, and replacement of facilities. <br /> <br />The legislative body must adopt a resolution declaring that it will be <br />subject to thc statutory provisions for initiating formation proceedings. <br /> <br />A petition signed by the owners of at least 10 percent of the property <br />within the proposed GHAD is presented to the legislative body. <br /> <br />The legislative body sets a hearing with notice to property owners within <br />the GHAD area. Property owners within the proposed GHAD may object <br />to annexation. If it appears that owners of greater than 50 percent of the <br />assessed valuation of the GHAD area object, the legislative body must <br />abandon the annexation proceedings. <br /> <br />The legislative body determines within 60 days of the close of thc <br />formation/annexation hearing whether to order annexation. <br /> <br />The Laurel Creek Estates GHAD <br /> <br />The PUD approval for Presley's Laurel Creek Estates (now known as The Preserve) project <br />required the developer to form a GHAD. Laurel Creek Estates GHAD was formed in 1997. <br />In 2000, an additional 64 acres was annexed to thi.q GHAD with the development of the Oak <br />Hill Estates development (Tract 7045). <br /> <br />The Proposed Annexation of Tract 6951(Kolb laanch Estates) to the Laurel Creek Estates <br />GHAD) <br /> <br />The PUD approval for Kolb Ranch Estates (Tract 6951) project requires the owner to annex <br />thc property (43 acres) to the Laurel Creek Estates GHAD. <br /> <br />The property owners, William Kolb, Donna Miller and the Strom 1999 Family Trust, have <br />submitted to the City a petition to annex this property to the existing GHAD.
