7. Whether the plan conforms to the purposes of the PUD District. <br /> <br />The development of the existing PUD zoning designations for the Vineyard Avenue area <br />recognized the fact the parcels in the area are irregularly shaped, and that the PUD zoning <br />district was needed in order to properly implement the Vineyard Avenue Corridor <br />Specific Plan and to facilitate development in a reasonable and orderly manner. The <br />proposed PUD plan, through the conditioning of the subject PUD development plan, <br />would be substantially conform to the requirements of the Vineyard Avenue Corridor <br />Specific Plan. Therefore, staff believes that this finding can be made. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />An Environmental Impact Report was prepared and certified for the Vineyard Avenue Corridor <br />Specific Plan. The California Environmental Quality Act (CEQA) specifies that individual <br />residential projects that are prepared pursuant to the requirements of an adopted specific plan, <br />for which an EIR has been prepared and certified, are exempt from additional environmental <br />review. Therefore, no environmental document accompanies this report. <br /> <br />CONCLUSION <br /> <br />Staff believes that the proposed building is in keeping with the themes, policies, and <br />requirements of Vineyard Avenue Corridor Specific Plan and the surrounding area. The <br />proposed site development standards have been created in accordance with Vineyard Avenue <br />Corridor Specific Plan, thus, the development on this portion of land would be carried out in a <br />manner that preserves the rural character desired for Vineyard Avenue. Staff, believes that the <br />proposed project would be an attractive addition to the Vineyard Avenue neighborhood and <br />merits a favorable recommendation from the Planning Commission. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends that the Planning Commission forward Case PUD-40 to the City Council with <br />a recommendation of approval by taking the following actions: <br /> <br />Find that the proposed PUD development plan is consistent with the General Plan, <br />purposes of the PUD ordinance, and Vineyard Avenue Comdor Specific Plan; <br /> <br />2.
