retained and the existing dense trees along the Old Vineyard Avenue trail would help <br />minimize any impact on the privacy of residents as well as the users of the adjacent <br />regional recreation area. The grading of the site has been kept at the minimum except for <br />the noise attenuation berm. In addition, the grading would blend with the site's natural <br />topographic features and would not affect the existing trees on the site. Additionally, the <br />proposed landscaping would reduce the visibility of the home from off-site. Therefore, <br />staff believes that this finding can be made. <br /> <br />Whether grading takes into account environmental characteristics and is designed <br />in keeping with the best engineering practices to avoid erosion, slides, or flooding to <br />have as minimal an effect upon the environment as possible. <br /> <br />As conditioned, the proposed grading and building pad would be designed to be <br />consistent within the geotechnical report and would adhere to the recommendations <br />which have been prepared for the development. This site is not within the Alquist-Priolo <br />earthquake study area or within the FEMA-designated 100-year floodplain. Staff <br />believes that through the proposed conditions, grading the drainage issues would be <br />adequately addressed. Therefore, staff believes that this finding can be made. <br /> <br />Whether streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />As conditioned, the proposed development of the site has been designed to be consistent <br />with the Vineyard Avenue Corridor Specific Plan. The access to the site would be from <br />an existing private street and the building pad has been designed to generally follow the <br />site's natural contours which help minimize the visibility and reduce the amount of <br />grading necessary to construct the building. Additionally, the proposed building is a one- <br />story building with a small loft tucked into the roof area. The loft portion faces Vineyard <br />Avenue; thus, the rear elevation that faces Shadow Cliff Regional Recreation Area is a <br />22-foot high, single-story building. This design would reduce the building's visibility <br />from the adjacent recreation area. Therefore, staff believes that this finding can be made. <br /> <br />Whether adequate public safety measures haven incorporated into the design of the <br />plan. <br /> <br />Through the provisions of the Vineyard Avenue Corridor Specific Plan and the proposed <br />conditions of approval, staff believes that all public safety measures would be addressed. <br />The access to and from the proposed building would be from a private street rather than a <br />busy public street (Vineyard Avenue). A berm would be created along the Vineyard <br />Avenue side of the lot to provide a noise and landscape buffer to separate the house from <br />Vineyard Avenue.
