installed immediately. The Phase II portion is needed so that fire protection <br />to a new home being constructed by Mr. Callahan on the old Ruby Hill <br />Winery site will be available as soon as possible. Phase III of the waterline <br />will be put out to bid by the City's Public Works Department at a later date. <br /> <br />The total estimated cost of the pipeline design and the City's portion of <br />installation cost for Phase II of the project is estimated at a not to exceed <br />amount of $135,000. The entire pipeline project is currently budgeted <br />within the City's Capital Improvement Program as CIP Project No. 041014. <br />There are sufficient funds within this project for the City's costs to design <br />and construct the Phase II work as presented in the attached reimbursement <br />agreement. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City's Water Master Plan Update (WMPU), prepared by Camp Dresser & McKee (CDM) <br />in 2003, identified a list of projects to improve the City's existing water system and assure that <br />future demands on the water system would also be constructing necessary new additions to the <br />system. The WMPU's recommended near-term improvement projects were incorporated in the <br />City's current Capital Improvement Program (CIP) to be constructed in FY 2004/05 through <br />2007/08. <br /> <br />One of the near-term projects included installing a new Bonde Zone waterline to provide a <br />connection between the City's existing water system located within the Vintage Hills area of the <br />City, through the new Vineyard Corridor Specific Plan area, to the City's lower Ruby Hill water <br />pressure area. The purpose of the new pipeline is to provide connectivity, redundancy and <br />reliability within the City's Bonde water pressure zone and allow adequate water service to all <br />three areas (Vintage Hills, Vineyard Corridor and Lower Ruby Hill area) as the development of <br />in-fill projects within these areas are constructed. <br /> <br />As part of the pre-design for this new pipeline, City staff evaluated a number of routes to <br />construct this water line while also evaluating the available right of way in the area. This effort <br />determined that installing the pipeline within the Mitchell Katz Winery property presented the <br />best alternative of available right of way and appropriate alignment route. The pipeline route <br />chosen will install the line between the Livermore Pleasanton Fire Department No. 5 Fire <br />Station on Vineyard Avenue and the intersection of West Ruby Hill Drive and Zenato Place (see <br />Exhibit A). <br /> <br />Mr. Michael Callahan, one of the owners of the Mitchell Katz Winery, and owner of the <br />property surrounding this winery, agreed to grant an easement to the City for constructing this <br />line through his property in February 2003.
