documentation for reimbursement of the trails construction costs using its <br />TDA fund allocations for years 2004-05 and 2005-06. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />A pedestrian/equestrian trail was proposed as part of the planned open space surrounding the <br />Callippe Preserve Golf Course. The trail is approximately two miles in length and varies in <br />width from 40 to 60~inches. City Staff approached the United States Forest Service about <br />providing training in the design, construction and maintenance of trails. The City and the <br />U.S.F.S. entered into a service agreement that authorized the training of staff and the <br />construction of the Callippe Golf Course Preserve trail. The U.S.F.S. group providing this <br />service is referred to as "Trails Unlimited". Trails Unlhnited has completed the training and <br />the construction of the trail. <br /> <br />The service agreement with U.S.F.S., Trails Unlimited, was for an amount of $68,625 and <br />included a contingency of ten percent for a total agreed amount of $75,000. Trails Unlimited <br />laid out a trail alignment with an objective to limit long-term maintenance as well as <br />immediate construction costs. During the approval process, the California Regional Water <br />Quality Control Board and the City's Golf Course Architect conducted a field review during <br />the construction phase and requested changes that altered the trail alignment and the addition <br />of storm water culverts where the trail crosses seasonal watercourses. The trail's alignment <br />was moved further away from the Golf Course's fairways and greens at holes 12 and 18 as a <br />safety precaution against errant golf balls potentially striking users of the trail. These changes <br />pushed the trail to higher elevations, which in turn, created greater differences in elevations <br />between the high and low spots where the trail crosses the seasonal watercourses. <br /> <br />To limit the maximum trail grade to 20% for short segments of the trail, the length of the trail <br />had to be increased by extending the trail back into the adjacent canyons. These canyons have <br />steep side slopes and required lateral bracing (retaining walls) at switchbacks to brace against <br />potential erosion and slope failures onto the trail. The California Regional Water Control <br />Board also requested an increase in the number of arch culverts under the trail at water <br />crossings to better disperse flow in local ephemeral creeks as they pass under the trail. <br />Amendment No. 1 was authorized by the City Manager in the not-to-exceed amount of <br />$26,410 to cover the changes to the scope of work.
