The purpose of the Williamson Act contract program is to conserve agricultural land. The <br />Vineyard Avenue Corridor Specific Plan requires the planting of crops and the creation of <br />conservation easements for agricultural purposes. In addition, the Specific Plan, by requiring <br />new development to be clustered and limited in number, protects outlying agricultural land <br />from residential encroachment. <br /> <br />3. The waiver is approved by the Secretary of the Resources Agency. <br /> <br />This event is out of the control of the City Council. Assuming that the Council determines <br />that it is in public interest to waive the cancellation fee and makes the findings in I and 2, the <br />Resources Agency will be requested to approve the waiver. <br /> <br />FISCAL IMPACT <br /> <br />Waiver of the cancellation fee will have no direct financial impact to the City. The <br />cancellation fee is paid to the State which deposits the fee into the State's general fund. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Council adopt the attached resolution waiving the cancellation fees <br />on the Lonestar property and requesting that the State approve the waiver. <br /> <br />Respectfully Submitted, <br /> <br />Michael H.
