EDAW IN~ WORK PROGRAM
TRANSIT-ORIENTED SPECIFIC PLAN
FOR THE HACIENDA BUSINESS PARK

well as, of how land use and urban design
measures affect use of alternative modes.
Fundamental to the success of transit supportive
development is convenient and efficient access to
transit, and ensuring an effective overall
transportation network.

Fehr & Peers and EDAW have collaborated on
numerous assignments ranging from fine-grained
downtown plans, to complex, multi-modal transit
station design projects.

Glen Park BART Community Plan, SF

Ellen Greenberg, AICP, is a noted leader in the
understanding of the complex relationship between
transportation and land use. In addition to a
having extensive background in research and
policy development, she brings expertise in plan
implementation, representing both the public and
private sector.

Ms. Greenberg's role will focus on establishing
realistic transportation performance objectives
relating to both on- and off-site conditions that may
be incorporated into the Specific Plan and the City's
General Plan, and formulation by the Specific Plan
team of a set of specific plan alterrmtives that
illustrate a range of choices that promote
transportation performance objectives.

PROJECT TEAM & MANAGEMENT
WORKING RELATIONSHIPS

We understand that there will be a Project Team
comprised of staff from both the East bay
Community Foundation and Hacienda. Our
methodology proposes regular interaction between
the Consultant Team and the Project Team,
including a mobilization meeting, and regular

contact. Our communications with others is
described later in this proposal.

Typically, we project that the consultant and
relevant team members should anticipate attending
several meetings and hearings before appointed
and elected officials, consisting of up to two
hearings each before the Planning Commission (2)
and the City Council (2).

We envision working in partnership with the
Project Team at all stages of the project within a
joint client-consultant 'Project Management Team'.
We see this joint approach as vitally important in
meeting the aspirations of the Core Planning Area
Team and other key stakeholders. To ensure clarity
of tasks and to provide a focused, accessible point
of contact for the Project Management Team,
EDAW will be the principal consultant, responsible
for overall project management and the
coordination and management of subconsultants.

WORK SCOPE

In general terms, we propose three work stages for
this project, which are summarized below and are
described in detail, task by task in the remainder of
this section.

Stage 1: Consultant Team 'Immersion'
Research and Analysis - comprising an
intensive period of 'team familiarization'
and information review where the
Consultant Team will establish a common
understanding with the Project Team and
Core Planning Area Team of the key issues
to be addressed through the planning
process. This period will include
completion of the Background Report and
two workshops.

Stage 2: Evolution of Ideas - during this
stage we will undertake a Collaborative
Design process where we will work closely
with the Project Team and Core Planning
Area Team to develop, explore, test
options, and ultimately choose a preferred
development altemative for the Plan Area.
