These-sub areas are identified for further analysis
because they are either considered opportunity
sites which are located in close proximity to BART
have relatively low levels of existing development,
or are candidates for constructive reuse.
A TEAM THAT PLANS FOR PROJECTS
THAT'~NORK~

While the Consultant Team is deeply committed to
outstanding urban design, we also understand that
good design is not the only factor that makes for
successful projects. If the buildings mandated by
the plan are going to get built, they must also meet
basic user needs and include designs that are cost
effective. Too often, plans require that buildings
have impractical setback, heights, parking solutions
and/or a number of other features, given
construction costs and overall project value.

Our team for this Transit-Oriented Specific Plan is
led by EDAW, Inc., an international urban design,
planning, landscape architecture, environmental
and economic development consultancy, based in
San Francisco. EDAW's special emphasis is on the
broad and increasingly complex issues of urban
planning and design, and environmental analysis.
We have produced a portfolio of successful and
award winning projects in cities around the world.

We also boast a strong track record of outstanding
projects completed here in the Bay Area, including
Specific, Area, and Transit Plans for several local
cities and agencies including: Walnut Creek, San
Francisco, Redwood City, San Jose, San Mateo,
Milpitas, the Ports of San Francisco and Oakland,
BART, and the VTA.

Because of the complexity and importance of this
project, we have crafted a specially tailored team
uniquely qualified to ensure the desired outcome of
a visionary and implementable plan.

EDAW will lead and manage the overall effort,
with special emphasis on land use, planning, urban
design and environmental planning.
Our team members include:

· Strategic Economics, market
economics and pro forma analysis;

Fehr & Peers, transportation and
parking analysis; and,
Ellen Greenberg, AICP,
transportation and land use
analyst and advisor

In addition to each team members' unique skills,
we have successfully worked with one another on
munerous complex multi-disciplinary projects and
have very sound teaming relationships. Key to all
of our teaming relationships is the ability to foster a
highly collaborative and interactive environment
between each team member.

We believe our success as a team in creating highly
innovative, site specific, and implementable plans is
largely attributable to the notion that, as a team, we
are extremely comfortable with "sharing the
podittm" with one another, and the other Teams;
voices are heard and recognized as important
contributors to the greater goal of creating well
rounded plans.

As a team we are also interested in crafting urban
environments that enable human contact and
interaction in support of community building as
well as business and trade.

Strategic Economics will develop pro formas to test
the financial feasibility of potential development
prototypes based on local market conditions.
However, Strategic Economics will contribute more
to the team than their technical expertise.

Strategic Economics has extensive experience
working in complex urban mixed use environments
and are strongly committed to working with
EDAW in an interdisciplinary collaboration to
create the best possible plan for the area.

Strategic Economics has collaborated with EDAW
on numerous projects including many with
emphasis on the creation of viable transit
supportive environments.

Fehr & Peers, transportation planners and
engineers, will also play a critical role in this
assignment. While built form, land use, and
financial feasibility are essential, so is having a firm
understanding of multiple modes of transport, as
