will be maintained, and an older building's facade will be replicated. <br /> <br />Building Design <br /> <br />The design guidelines adopted for the Downtown Revitalization District stress the use of <br />traditional materials, finishes, colors, and detailing. The proposed retail addition will match the <br />existing style of the historical home and will have window treatments that meet the guidelines' <br />suggestion for traditional details in such features. <br /> <br />Overall, staff believes that the architectural style of the addition is attractive and appropriate for <br />the Downtown, complies with the Downtown Design Guidelines, and would complement the <br />existing buildings on Railroad Avenue and other areas in the Downtown. For these reasons, <br />Staff did not consider it necessary to have the proposed design undergo a peer review. <br /> <br />Pleasanton Downtown Association <br /> <br />In October 2004, the Design and Beautification Committee of the Pleasanton Downtown <br />Association (PDA) reviewed the proposed project. The PDA supported the proposal. <br /> <br />Traffic/Circulation <br /> <br />Due to the small scale of the development and the fact that the General Plan exempts Downtown <br />development from meeting Level of Service (LOS) standards, a traffic study was not required <br />for this project. <br /> <br />Parking <br /> <br />The standards for the provision of off-street parking spaces for a C-C District require one <br />parking space for each three hundred (300) square feet of gross floor area. In addition to the <br />existing two-car garage, the project proposes a total of three off-street parking spaces for retail <br />use. On-street parking would also be available along portions of the west side of Railroad <br />Avenue to accommodate any shortfall in on-site parking, if needed. Overall, staff finds that the <br />proposed parking would be adequate to serve this project. <br /> <br />Landscaping/Fencing <br /> <br />The applicant has proposed to retain the remaining front yard landscaping and incorporate <br />planter boxes as railings along the ADA access ramp. All existing trees and fencing will be <br />retained. Staff believes that the proposed planters and plant species are acceptable for this <br />constrained site.
