<br />Page 2 of 3 <br />prioritization process for all new CIP’s. This ranking is based on the City’s One Pleasanton <br />Strategic Plan. All submitted projects will be ranked and prioritized for funding. All ranked <br />projects will be evaluated for possible use of Measure BB Pedestrian and Bicycle funding. <br /> <br />The Measure BB Pedestrian and Bicycle Direct Local Distribution for the City of Pleasanton is <br />approximately $500,000 annually. Alameda County Transportation Commission oversees the <br />distribution and use of all Measure BB funds which allows for maintenance of the portion of the <br />street most often used for bicycling (such as bicycle lanes). <br /> <br />Given the financial constraints of the City, the new CIP process and the need to update the <br />Bicycle and Pedestrian Masterplan, continuation of the 60/20/20 split is not possible for the <br />upcoming CIP cycle. Additionally, to help reduce the unfunded maintenance shortfall, all <br />available funds in existing CIP’s will be reviewed and potentially reallocated to high-ranking CIP <br />projects. <br /> <br />Two projects are recommended for advancement prior to the CIP reallocation process. <br />• Bicycle and Pedestrian Masterplan Update <br />• Ladder Striping of School Crossing Guard Locations <br /> <br />The Bicycle and Pedestrian Masterplan Update was brought to the Bicycle, Pedestrian and <br />Trails Committee as a previous expenditure. City Council approved the consultant contract with <br />Hexagon Transportation Consultants on March 18, 2025 ($293,000). <br /> <br />Staff recommends the Bicycle, Pedestrian and Trails Committee support the use of <br />approximately $18,000 in 2024/25 Measure BB funds to increase the crosswalk visibility at all <br />crossing guard locations by adding ladder striping to the locations where ladder stripes are not <br />present (approximately $18,000). <br /> <br />All remaining existing Measure BB funds will be reallocated to the upcoming 2025/26 CIP <br />projects. <br /> <br />Measure BB available funding <br />2022/23 funding availability - $72,000 <br />2023/24 funding availability - $111,000 <br />2024/25 funding availability - $482,000 <br /> <br />The Measure BB money previously allocated for construction of the West Las Positas <br />Multimodal Reconstruction Project will remain in that project, however, the fiscal year 2024/25 <br />funding was not added to the West Las Positas project because the project does not have the <br />capacity to take on additional ped/bike expenditures. <br /> <br />Staff has submitted the following projects for funding: <br />• Annual Bicycle & Pedestrian Improvements <br />• Slurry Sealed & Resurfaced Streets <br />• Annual Park Trail & Pathway Resurfacing <br />• I-580 Overcrossing Bicycle and Pedestrian Improvements <br />• West Las Positas Multimodal Reconstruction project <br /> <br />The CIP program and prioritization will be presented to the City Council on April 8, 2025. At this <br />time staff does not know the ranking of the 28 submitted projects.
