<br /> Bicycle, Pedestrian & Trails <br />Committee Meeting <br />Agenda Report <br /> March 24, 2025 <br /> <br />Item 6 <br /> <br /> <br />SUBJECT: RECOMMENDED USE OF EXISTING AVAILABLE MEASURE BB <br />PEDESTRIAN AND BICYCLE FUNDING AND UPCOMING FY 25/26 MEASURE <br />BB PEDESTRIAN AND BICYCLE FUNDS <br /> <br /> <br />SUMMARY <br />The Bicycle, Pedestrian and Trails Committee, in 2018, as part of the Pedestrian and Bicycle <br />Masterplan Update, voted to establish a funding allocation where 80% of Measure BB funds will <br />go to the high priority project identified in the Master Plan and 20% of the funds to go to other <br />projects not on the high priority corridor. <br /> <br />After adoption of the Trails Masterplan, in 2019, the Bicycle, Pedestrian and Trails Committee <br />adjusted the funding allocation of Measure BB to provide some funding for high priority trails <br />projects. The new and current funding allocation places 60% of Measure BB funds toward the <br />Bicycle and Pedestrian Masterplan’s high priority project, 20% to other high priority <br />pedestrian/bicycle projects not on the priority corridor and 20% to Trails projects. <br /> <br />This memorandum provides an overview of the recommended/potential uses of the existing and <br />upcoming Measure BB funds. <br /> <br />BACKGROUND <br />Since 2018, eighty percent (80%) of the Measure BB pedestrian and bicycle funds have been <br />allocated to the West Las Positas Multimodal Reconstruction Project. These funds have been <br />used to advance the design on the project and held in reserve for the construction that is <br />anticipated to begin in summer of 2026. <br /> <br />The remaining twenty percent (20%) has been placed in the Pedestrian and Bicycle <br />improvements at Various Locations CIP (yr543). On an annual basis staff creates and provides <br />a list of projects to the Bicycle, Pedestrian and Trails Committee (BPTC) that are recommended <br />for construction through the CIP. <br /> <br />Upon completion of the Trails Master Plan, the BPTC voted to adjust the Measure BB annual <br />allocation to a 60/20/20 split. Sixty percent of the Measure BB funds will be allocated to the high <br />priority project, twenty percent to the Bicycle and Pedestrian Improvements at Various <br />Locations, and twenty percent to Trail Renovation projects. <br /> <br />DISCUSSION <br />The City of Pleasanton’s Capital Improvement Program (CIP) is financially constrained. The <br />existing maintenance needs far exceed the City’s revenue projections. To address the <br />constrained nature of the Capital Improvement Program, the City has developed a ranking and
