March 18, 2025 Page 2 <br />7736-009acp <br /> printed on recycled paper <br />East Bay Residents2 submitted comments to the Council ahead of the February 18, 2025 City Council hearing.3 On February 18, 2025, the Council directed Staff to accept and process applications for the Arroyo Lago and East Lakes Projects for annexation and development in Pleasanton.4 The Agenda Report for the March 18, 2025 City Council meeting includes an entirely new Project description for the East Lakes Project.5 The Agenda Report does not resolve East Bay Residents’ concerns regarding the significant environmental impacts of the Project, nor provide additional measures to reduce impacts to less than significant levels. Increasing the density of the Project through the Agenda Report’s revised Project description will only exacerbate the significant environmental impacts identified by East Bay Residents in prior comments to the City. The new Project description and related changes must be thoroughly analyzed and included in a new or revised DEIR. The new Project description is the Applicant’s Preferred East Lakes Project Alternative which includes 697 Units with 490 non-age restricted units, 107 age-restricted/active adult units, 100 multi-family affordable units in the Livermore Airport Planning Area APN 946-4634-2. 6 Alternative 2 includes a total of 628 units with 540 not-age restricted units, and 88 age-restricted units. The County received a previous entitlement application for the East Lakes Project which proposed 357 single-family age-restricted homes and 88 age-restricted assisted living units, for a total of 445 units, to be located on APN 946-4634-2 (the same parcel proposed for the Arroyo Lago Project’s offsite improvements).7 <br /> <br />2 East Bay Residents is an unincorporated association of individuals and labor organizations that may be adversely affected by the potential public and worker health and safety hazards and environmental and public service impacts of the Project. The association includes International Brotherhood of Electrical Workers Local 595, UA Plumbers and Pipefitters Local 342, Sheet Metal Workers Local 104, Sprinkler Fitters Local 483, their members and families, and other individuals that live and/or work in Alameda County.
