Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />When the City considered Ruby Hill development, a condition of the Amended Preannexation <br />Agreement required the developer to comply with all the conditions of approval pursuant to <br />"Provisions of Reclassification 1837 Zoning Unit Ruby Hill" by Alameda County. Condition <br />Number 64a of said County approval required the construction of improvements described as <br />"Vineyard Avenue at Ruby Hill Boulevard Traffic Signal Installation". <br /> <br />The traffic signal improvement plans for Vineyard Avenue at Ruby Hill Boulevard intersection <br />were subsequently completed and approved by staff for construction in January of 2003. In <br />order to get an early start on ordering equipment and having the traffic signal operational as <br />soon as possible, staff had requested authorization of the City Manager to approve the plans <br />for the Vineyard Avenue at Ruby Hill Boulevard traffic signal installation with subsequent <br />approval by the City Council. The traffic signal improvements are now complete and ready <br />for formal acceptance. <br /> <br />The traffic signal at the Vineyard Avenue at Ruby Hill Boulevard intersection has been in use <br />for over a year.
