Page 1 of 3 <br />Item #4 <br /> <br />PARKS AND RECREATION <br />COMMISSION AGENDA REPORT <br /> <br /> <br />March 13, 2025 <br />Library and Recreation <br /> <br />TITLE: RECEIVE THE STAFF PRESENTATION ON THE STAPLES RANCH AND <br />BERNAL COMMUNITY PARK MASTER PLANS <br /> <br />SUMMARY <br />The City owns two park properties that have yet to be fully developed: the 17-acre Staples <br />Ranch Community Park site and the 50-acre Bernal Community Park site. In the mid-2000s, <br />separate master plans were created for each site based on anticipated development and the <br />community's needs. <br />This report provides an overview of both properties, background on the development of the <br />master plans, and where the City is in the planning and implementation process. <br />This is an informational item for the Parks and Recreation Commission at the request of the <br />Commission. <br /> <br />RECOMMENDATION <br />Receive the Staff Presentation on the Staples Ranch and Bernal Community Park Master <br />Plans. <br /> <br />BACKGROUND <br />In the 1990s and 2000s, the City of Pleasanton was expanding in population and size. <br />Planning efforts were required to meet the corresponding recreational needs of the community. <br />Those planning efforts included master plans for a large number of the recreational facilities <br />that are currently seen today in Pleasanton, including the master plan for the active <br />recreational component of the Bernal property, the 50-acre Bernal Community Park, and <br />Staples Ranch Community Park, a 17-acre undeveloped property. <br /> <br />The Commission has requested an overview of these master plans to better understand what <br />is included in the plans and where the city is at with the implementation of the plans. <br /> <br />Bernal Community Park <br />The Bernal Community Park Master Plan was adopted in 2006. The plan was the result of a <br />significant community-led effort to preserve the 1,016-acre Bernal property and provide a <br />balance between development and recreation in the Bernal area. The Bernal Community Park <br />Master Plan is based on the Bernal Property Phase I and Bernal Property Phase II Specific <br />Plans. The Specific Plans were created as a result of a voter initiative – “Save our Community <br />Park” – and define what can and cannot be included on the various areas of the Bernal <br />property. The Bernal Community Park Master Plan is meant to address the recreation needs of <br />the community on a roughly 50-acre portion of the Bernal property identified for active <br />recreation use and is one of a number of master plans expected for the property as it develops <br />over time. <br /> <br />The first two phases of the master plan, along with a portion of the third, have been <br />Page 37 of 48
