VI. PUBLIC FACILITIES <br />The following Public Facilities Chapter outlines a plan for providing water, sanitary sewer, <br />storm water drainage, and other utility services within the Plan Area. These are presented in <br />terms of existing conditions and planned improvements necessary to support development , <br />consistent with the Land Use Chapter. A methodology for allocating capital costs on a "fair <br />share" basis and the phasing of improvements are detailed in the Infrastructure Financing and <br />Phasing Chapter (Chapter VID). <br />A. PUBLIC FACILITIES OBJECTIVES <br />1. To facilitate the provision of water , sanitary sewer , storm water drainage , and <br />other utility systems within a well-integrated overall network. <br />2. To facilitate flexibility in the timing and planning of infrastructure improvements . <br />3. To provide the opportunity for improved water and sanitary sewer service for <br />existing residents within the Plan Area . <br />B. WATER <br />The proposed Plan Area water system concept is illustrated in Figure VI-1 and further discussed <br />below . <br />All existing land uses within the Plan Area are served by small privately owned wells and piping <br />systems. The nearest City water facilities are included in the Bonde Water Pressure Zone <br />located to the south, west, and east of the Plan Area . This pressure zone normally serves <br />connections between 390 and 540 feet in elevation. Bonde Zone pipelines to the west and south <br />exist in Montevino Drive, Foxbrough Place, and Gray Fox Circle and Court. Additional <br />pipelines extend from the City fire station located east of the Plan Area through the Ruby Hill <br />development. Water pressure and supply for the Bonde Zone are maintained through a series <br />of storage tanks and pump stations. One of the storage tanks is situated just beyond the end of <br />Gray Eagle Court, southwest of the Plan Area . An additional tank is located within the Ruby <br />Hill development. The existing tanks and pump stations do not have enough remaining capacity <br />to serve buildout of the entire Specific Plan Area . <br />Zone 7 of the Alameda County Flood Control and Water Conservation District constructed a <br />36 -inch diameter water pipeline within the existing Vineyard Avenue right-of-way in late 1993 . <br />The City may access this source at approved connection locations for local distribution to <br />customers. Additional distribution lines, valves, pumps and water storage facilities will be <br />required within the Plan Area in order to provide domestic and fire flow services off of the <br />Zone 7 system. <br />73
