b . School Development Standards <br />1) The proposed school shall conform to the guidelines established by the <br />California Department of Education for school setbacks from electrical <br />power line easements. <br />c. School Design Guidelines <br />1) School outdoor lighting should be designed to direct illumination <br />downward and screened on top to minimize glare impacts on residents <br />located in the hillside areas to the south . <br />2) A thorough school parking needs and traffic circulation study should be <br />conducted in advance of school development plan approval by the <br />Pleasanton Unified School District. The District is requested to provide: <br />(a) on-site parking adequate to accommodate all school-event parking <br />needs; and (b) on-site vehicular stacking space adequate to accommodate <br />all dropping-off and picking-up of school children . <br />3) The School District is requested to develop conceptual site plans <br />(including parking and traffic circulation) and architectural and landscape <br />design plans with input from the City staff. The District is further <br />requested to submit formal development plans for the school to the City <br />Planning Commission for review and comment prior to District approval . <br />The architectural and landscape design of the school should be consistent <br />with the character of the outlying homes in the "vineyard villages" <br />(MDR District). Roof-mounted air-conditioning and mechanical <br />equipment should be architecturally screened from the view of nearby <br />hillside homes as much as possible. <br />4) The loudness of school bells and outdoor speakers should be minimized <br />to reduce impacts on surrounding residences. <br />5) The School District is encouraged to utilize renewable energy sources at <br />the school. <br />D. POTENTIAL AGRICULTURAL/NON-AGRICULTURAL USE CONFLICTS <br />When urban development occurs in close proximity to agricultural uses , conflicts may arise over <br />common agricultural practices. This Specific Plan recognizes that permitted agricultural pursuits <br />conducted in accordance with good practice and maintenance are desirable and should not be <br />deemed a nuisance . This Plan further intends to maximize the protection of agricultural areas <br />from urban encroachment by making the future owners/tenants of land within the Plan Area <br />47
