b. Vineyard Development Standards <br />1) Site development standards should be determined through the PUD <br />development plan process. <br />2) The approximate Vineyard District acreage of each of the five lots that <br />contain the Vineyard District is as follows : Lot 18 -21 acres ; Lot 19 - <br />12 acres ; Lot 21 -18 acres; Lot 28 -11 acres; and Lot 32 -4 acres . <br />3) Homes, accessory structures, and agricultural structures should be <br />confined to a one-acre portion of the lot. <br />4) Vineyard plantings shall be set back a minimum of 20 feet from all <br />non-street frontage property lines. Unpaved service roadways for <br />vineyards may be located within this setback. A minimum 50-foot wide <br />landscaped buffer shall be developed between vineyard areas and the <br />school grounds. <br />5) Agricultural easements shall be dedicated over all lands designated as <br />Vineyards to ensure permanency of the permitted and <br />conditionally-permitted agricultural uses in this area at the time of final <br />subdivision map recordation. <br />6) Vineyard plantings (at least root-stock) and permanent irrigation facilities <br />shall be completed prior to the issuance of building permits for the last <br />25 percent of dwellings to be constructed on the original lot on which a <br />vineyard is to be located (including Lots 18, 19, 21, and 28); and prior <br />to occupancy of the home on Lot 32 . <br />7) An agricultural management plan shall be submitted to the City for <br />approval for all parcels proposing to develop new vineyards or other <br />agricultural crops to ensure proper long-term maintenance and operation. <br />8) Following PUD development plan approval and prior to the installation of <br />any new vineyards or other crops, each individual agricultural operator <br />shall submit a grading plan to the City Engineer. The grading plan shall <br />identify features for site drainage, runoff control, and appropriate best <br />management practices for control of erosion and sedimentation. <br />9) Each individual vineyard or other crop owner shall be responsible for the <br />preparation of an Integrated Pest Management (1PM) plan . The plan shall <br />specify reduction of agricultural chemical use as an objective and present <br />specific non-chemical measures (e.g., site planning , mechanical methods , <br />or biologic controls) as alternatives to agricultural chemical use .
