C. DEVELOPMENT STANDARDS AND DESIGN GUIDELINES <br />All development proposals within the Specific Plan Area are subject to the City 's Planned Unit <br />Development (PUD) plan review and approval process , and all residential projects are subject <br />to the City 's Growth Management Program . These are important planning steps which allow <br />for detailed implementation of the Specific Plan . The PUD process provides for the review of <br />site-specific matters including land use, site layout , architecture , landscaping, and fencing. <br />Relevant provisions of the Specific Plan along with other appropriate site-specific planning <br />measures are to be incorporated into each PUD development plan. <br />Standards and design guidelines are provided below for each land use district. The land use <br />standards are to be applied without variance. The site development standards (lot size and <br />dimensions , building setbacks, building height, and accessory structures) shall be applied through <br />the City 's PUD development plan approval process and may vary for unusual site conditions as <br />long as any new standards are consistent with the intent of the Specific Plan . <br />Design guidelines are intended to assist developers and homeowners in the preparation of plans <br />for new construction in a manner that is consistent with the unique character of the Vineyard <br />Corridor. These will also be used by the City in its review of project plans for consistency with <br />the Specific Plan. Guidelines are intended to be flexible in that they need not be applied in cases <br />where the City finds that the implementation of a superior design solution can be achieved . <br />Development standards and design guidelines for each land use district are presented below . <br />Following these are: (1) provisions intended to help protect common agricultural practices; <br />(2) discussion regarding the payment of agricultural mitigation fees which will be required for <br />the development of certain portions of the Plan Area; and (3) provisions which regulate future <br />construction activities . <br />1. Residential Desienations <br />a. Residential Land Use Standards <br />1) Permitted Uses: The following uses shall be permitted in all residential <br />d istricts unless otherwise noted: <br />a) Single-family detached housing; <br />b) Household pets; <br />c) Accessory structures and uses , including but not limited to a <br />private garage , living area without a kitchen , enclosed storage, and <br />recreation room; <br />d) Common recreation area and buildings for private use by residents <br />of individual projects; <br />e) Small family day care home; <br />f) Public water and /or sewer pump station; <br />g) Public trails; <br />23 <br />1 <br />1 In addition to the uses permitted pursuant to the Vineyard Avenue Corridor Specific Plan, housing is also allowed as a <br />permitted use pursuant to the 6th Cycle Housing Element. Housing Element sites shall follow the Objective Design <br />Standards.
