IV. LAND USE <br />The intent of the land use plan is to draw upon the existing character of the Vineyard Corridor <br />and outlying Livermore Valley wine country to guide the development of future homes , <br />vineyards , and possible commercial businesses within the Plan Area . This chapter translates the <br />land use goals of the Specific Plan into the land use plan . The plan is presented in terms of an <br />overall description and development standards and design guidelines for each land use district <br />within the Plan Area. Regulations relating to construction activities are also provided to ensure <br />that development takes place in a safe and efficient manner . The supporting circulation system <br />is described in Chapter V, and the public infrastructure systems (water, sanitary sewer, storm <br />drainage , etc .) are presented in Chapter VI. <br />A. LAND USE OBJECTIVES <br />1. Establish a mix of land uses that promote the Plan Area as the western entry to <br />the Livermore Valley wine country and provide an appropriate transition between <br />the existing urbanized edge of Pleasanton to the west and the Ruby Hill <br />development to the east. <br />2 . Reserve centrally located sites for a community park and elementary school <br />within the Plan Area to serve the existing and future needs of residents in the <br />Plan Area, Ruby Hill, and the southeast Pleasanton area . <br />3. Create a strong, recreationally oriented neighborhood that integrates housing with <br />on-and off-site open space , the Arroyo del Valle , Shadow Cliffs Regional <br />Recreation Area , community park, and elementary school. <br />4 . Encourage the development of vineyard related commercial uses such as <br />bed-and-breakfast inns, wineries, etc . <br />5 . Re-establish a substantial area of vineyards to utilize the productive quality of the <br />soils and create an "anchor use" to which the character of future development can <br />relate. <br />6. Buffer housing from noise, dust, and vibration impacts associated with the <br />RMC Lonestar quarrying operation to the north and from traffic noise on <br />Vineyard Avenue. <br />7. Preserve the major ridgeline in the southern Plan Area , limit development of <br />hilltop areas to homes that can be substantially screened from off-site areas , and <br />limit hillside development to areas that can physically and visually accommodate <br />it without disrupting the natural character of the site. <br />16 <br />1 <br />1In addition to the uses permitted pursuant to the Vineyard Avenue Corridor Specific Plan, housing <br />is also allowed as a permitted use pursuant to the 6th Cycle Housing Element. Housing Element sites <br />shall follow the Objective Design Standards.
