The <br />amount is <br />determined by <br />the Building <br />Official. <br />• 0.1% of the construction <br />valuation, as determined <br />by the Building Official, for <br />new residential and <br />commercial development <br />• 0.5% of the construction <br />valuation, as determined <br />by the Building Official for <br />new residential and <br />commercial development <br />additions/alterations to <br />existing residential and <br />commercial development. <br />Exemptions • Low-income <br />housing <br />facilities that <br />serve non- <br />profits <br />• Residential <br />projects of less <br />than 20 units. <br /> <br />• Remodeling, <br />repairing, or <br />reconstructing <br />structures <br />damaged by fire, <br />flood, etc. <br />• Below market <br />rate housing <br />units. <br /> <br />• Residential development <br />of less than 10 units <br />• Additions/alternations. <br /> <br /> <br />Recommendations <br />Public art projects and programs are complex efforts that involve many stakeholders and staff to <br />create a program that works best for the community. Developing clear expectations, ordinances, <br />and guidelines around the scope and purpose of the program is important, as is developing <br />guidance for program administration, criteria for what qualifies as a bona fide public art installation <br />on private property, and allowable use/purpose of funds collected. With this in mind and based on <br />feedback from other local jurisdictions, staff recommends: <br />• Adopting an ordinance adding a new chapter 13.20 to Title 13 of the PMC establishing a <br />public art contribution requirement for development <br />• Updating the City’s Master Fee Schedule to add a public art contribution in-lieu fee. <br />Page 8 of 116
