Ordinance No. 2290 <br /> Page 17 of 34 <br /> 51. LEAD REMEDIATION: The applicant-submitted Phase 1 Environmental Site <br /> Assessment report by Ramboll US Consulting includes the following finding: `Results <br /> from soil sampling conducted by Ramboll in September and October 2020 identified <br /> concentrations of lead in shallow soil above regulatory screening criterion for <br /> residential land use..." This finding identifies a Recognized Environmental Concern. <br /> Elevated lead shall be remediated by the applicant according to governing <br /> regulations prior to any site disturbance, with evidence of said remediation submitted <br /> to the City of Pleasanton. (Address this condition prior to issuance of Building Permit <br /> for grading, demolition, or Building Construction, whichever occurs first). Project <br /> Specific Condition. <br /> 52. CORROSIVE SOILS: According to the Geotechnical Study by Geo-Logic Associates, <br /> collected soil samples have been classified as moderately corrosive. As such, all <br /> buried iron, steel, cast iron, ductile iron, galvanized steel and dielectric coated street or <br /> iron shall be properly protected against corrosion depending on the critical nature of <br /> the structure. Project Specific Condition. <br /> 53. CREEK SETBACK: Site improvements that abut or are within close proximity to the <br /> top of the creek bank at Arroyo del Valle are subject to Pleasanton Municipal Code <br /> §9.14.090(B)(3) "Watercourse Protection" which reads, "Prohibited Acts. No person <br /> shall commit or cause to be committed any of the following acts, unless a written <br /> permit has first been obtained from the operations services director: Carry out <br /> development within 20 feet of the top of a bank." <br /> The Municipal Code allows City staff to consider designs that violate code standards if <br /> compelling technical information is presented by a recognized expert. For this <br /> application, the applicant submitted a site-specific Geotechnical Investigation report by <br /> Geo-Logic Associates that addresses creek bank stability and liquefaction. The following <br /> report recommendations must be incorporated into the site design: <br /> Stitch piers shall be installed along the top of the existing creek bank. Stitch piers shall <br /> consist of drilled. cast-in-place, reinforced concrete piers. Minimum pier diameter shall <br /> be 24 inches. Center-to-center spacing between piers shall be no more than two times <br /> the pier diameter. The upper portion of the stitch piers above the toe of creek bank <br /> elevation shall be designed to retain the soil and surcharge forces behind the piers. <br /> Resistance to vertical and lateral loads shall be from the lower portion of the piers <br /> below the toe of creek elevation. Project Specific Condition. <br /> 54. ACCESS TO CREEK: Lot D shall allow access to the creek for maintenance <br /> personnel. A locked gate shall be provided to prevent entry by unauthorized <br /> residents or the public. Project Specific Condition. <br /> 55. CREEK BANK MAINTENANCE: The applicant or future homeowners association shall <br /> maintain the creek bank within the boundary of Tract 8631 adjacent to the Arroyo del <br /> Valle in accordance with Zone 7 Water Agency standards. <br /> 56. SANITARY SEWER BACKUPS: The plumbing fixtures proposed within the <br /> basements will be subject to back-up if an obstruction occurs in the City's mainline <br /> sewer within Saint John Street.
