RESOLUTION NO. PC-2024-17 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RECOMMENDING THE CITY COUNCIL: (1) ADOPT AN ADDENDUM TO THE DOWNTOWN <br />SPECIFIC PLAN FINAL ENVIRONMENTAL IMPACT REPORT (FEIR); (2) APPROVE <br />APPLICATIONS FOR: (A) PLANNED UNIT DEVELOPMENT REZONING (P21-1173) TWO <br />PARCELS TOTALLING APPROXIMATELY 2.3-ACRES IN AREA FROM CENTRAL- <br />COMMERCIAL (C-C) TO PLANNED UNIT DEVELOPMENT-MIXED-USE (PUD-MU) <br />DISTRICT; (B) A CERTIFICATE OF APPROPRIATENESS TO DEMOLISH STRUCTURES <br />RELATED TO THE PUD-MU DEVELOPMENT PLAN (PUD-146); (C) PUD-MU <br />DEVELOPMENT PLAN (PUD-146)TO: (I) RETAIN THE TWO-STORY SINGLE-FAMILY <br />HOME AND CONSTRUCT A TWO-STORY ADDITION TO THE NORTH SIDE OF THE <br />HOME; (II) DEMOLISH ALL REMAINING ON-SITE STRUCTURES AND SITE <br />MODIFICATIONS; (III) CONSTRUCT 14 DETACHED SINGLE-FAMILY HOMES, TWO <br />COMMERCIAL BUILDINGS WITH A PUBLIC PLAZA AND PARKING LOT, NEW PRIVATE <br />STREET, AND RELATED SITE IMPROVEMENTS; AND (D) A VESTING TENTATIVE <br />TRACT MAP (TRACT 8631) TO SUBDIVIDE THE 2.3 ACRES INTO 15 SINGLE-FAMILY <br />LOTS, ONE COMMERCIAL LOT, AND THREE PRIVATE COMMON PARCELS LOCATED <br />AT 475 AND 493 ST. JOHN STREET <br /> <br />WHEREAS, on December 15, 2021, Robson Homes applied for: (1) an addendum to <br />the Downtown Specific Plans Final Environmental Impact Report; (2) Rezoning (P21-1173) two <br />parcels totaling approximately 2.3-acres in area from C-C (Central-Commercial) to PUD-MU <br />(Planned Unit Development-Mixed-Use) District, (3) a certificate of appropriateness to <br />demolish structures, (4) a PUD-MU development plan (PUD-146) to: (a) retain the two-story <br />single-family home and construct an approximately 1,360-square-foot two-story addition to the <br />north side of the home; (b) demolish the detached accessory dwelling unit, Barone's <br />restaurant, and all other structures and site modifications; and (c) construct 14 detached <br />single-family homes, two commercial buildings totaling approximately 3,125 square feet in area <br />with a public plaza, new private street, and related site improvements; and (5 ) a Vesting <br />Tentative Tract Map (Tract 8631) to subdivide the 2.3 acres into 15 single -family lots, one <br />commercial lot, and three private common space parcels for the proposed project located 475 <br />St. John Street (APN 094-0114-007-00) and 493 St. John Street (APN 094-0114-008-00) <br />(hereinafter “Project”); and <br /> <br />WHEREAS, the Property is designated Retail/Highway/Service Commercial Business <br />and Professional Offices, Public Health and Safety Wildland Overlay in the General Plan and <br />Downtown Commercial, Arroyo, and Open Space-Arroyo in the Downtown Specific Plan; <br /> <br />WHEREAS, the City of Pleasanton is the lead agency on the Project, and the City <br />Council is the decision-making body for the proposed approval of the Project; and <br /> <br />WHEREAS, at its duly noticed public meeting of October 23, 2024, the Planning <br />Commission considered the written agenda report, all public testimony, relevant exhibits, and <br />staff recommendations. <br /> <br />Docusign Envelope ID: 1C31F480-26DA-46E0-9342-FE27B8023A42
