Page 1 of 5 <br />Item #3 <br /> <br />PARKS AND RECREATION <br />COMMISSION AGENDA REPORT <br /> <br /> <br />February 13, 2025 <br />Library and Recreation <br /> <br />TITLE: REVIEW THE DRAFT URBAN FOREST MASTER PLAN (CIP NO. 22773) AND <br />PROVIDE STAFF WITH COMMENTS <br /> <br />SUMMARY <br />City staff and its consultant, Dudek, have completed the first draft of the Urban Forest Master <br />Plan (UFMP), CIP No. 22773. The plan identifies the extent of our urban forest assets and how <br />to efficiently fund the maintenance of those assets so that our future investments improve the <br />environment and protect the quality of life and the safety of our community. The plan serves as <br />a roadmap for sustainable urban forest management with specific goals, costs, and actions to <br />guide the City through the next 25 years of managing our urban forest. It is the result of the <br />community-provided input that emphasized that the City maintains a healthy urban forest that <br />prioritizes public health, improves property values, and retains Pleasanton's character. <br /> <br />Four guiding principles drove the plan's development, all of which centered on a community- <br />involved, climate-resilient, and fiscally sustainable management strategy. Utilizing the guiding <br />principles, the plan identified five key findings that highlight the increased canopy coverage, <br />the importance of community involvement to the success of the urban forest, the need to <br />diversify the urban forest, and the need for focused staff and funding for the future. The UFMP <br />is divided into three components for ease of use: the master plan, technical documents, and <br />appendices. <br /> <br />Staff recommends that the Parks and Recreation Commission review the plan and provide <br />staff with comments. The draft UFMP will also be presented to the City Council in March 2025, <br />with the expectation that the plan be adopted in May or June. <br /> <br />RECOMMENDATION <br />1. Receive the staff presentation on the draft Urban Forest Master Plan <br />2. Provide staff with comments on the draft UFMP. <br /> <br /> <br />BACKGROUND <br />In the early 1970s, the City of Pleasanton recognized the importance of trees to the community <br />and prioritized their preservation by adopting a Tree Preservation Ordinance and creating a <br />report for tree management. <br /> <br />With the adoption of the Climate Action Plan 2.0 (CAP 2.0) in 2022, the changing conditions <br />and growth of the city, new state regulations, and the need to determine a management <br />strategy for the city’s aging urban forest, the City Council approved a contract with Dudek for <br />an Urban Forest Master Plan project, CIP No. 20773 on March 21, 2023. <br /> <br />Staff held their project kick-off meeting with Dudek in May 2023 and since then has created a <br />Page 8 of 27
