RESOLUTION NO. 2025-001 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING <br /> AN ADDENDUM TO THE DOWNTOWN SPECIFIC PLAN FINAL ENVIRONMENTAL <br /> IMPACE REPORT (FEIR) FOR THE APPLICATIONS OF ROBSON HOMES, LLC, FILED <br /> AS P21-1173, PUD-146, AND TRACT 8631 <br /> WHEREAS, at its meeting of January 9, 2025, the City Council received an addendum to the <br /> Downtown Specific Plan FEIR for the application of Robson Homes, LLC., for applications for: (1) <br /> Planned Unit Development rezoning (P21-1173) of two parcels totaling approximately 2.3 acres in area <br /> from Central-Commercial (C-C) to Planned Unit Development-Mixed-Use (PUD-MU) district; (2) <br /> Planned Unit Development development plan approval to: (a) retain the two-story single-family home <br /> and construct a two-story addition to the north side of the home; (b) demolish the detached accessory <br /> dwelling unit, Barone's restaurant, and all other structures and site modifications; and (c) construct: i) <br /> 14 detached single-family homes, and ii) two commercial buildings with a public plaza and parking lot, <br /> new private street, and related site improvements; and 3) Vesting Tentative Tract Map (TRACT 8631) <br /> approval to subdivide the 2.3 acres into 15 single-family lots, one commercial lot, and three private <br /> common space parcels; and <br /> WHEREAS,the City Council received and reviewed the addendum, dated October 2024, and <br /> attached as Exhibit A, and received the recommendations of the staff and Planning Commission; <br /> and <br /> WHEREAS, a duly noticed public hearing was held on January 9, 2025, at which time the <br /> public was given the opportunity to comment on the environmental impacts of the proposed projects; <br /> and <br /> WHEREAS, the City Council has reviewed the potential impacts in accordance with the <br /> applicable state and local guidelines governing the preparation of the addendum to the Downtown <br /> Specific Plan FEIR.; and <br /> WHEREAS, the City Council finds that the proposed projects would not have any significant <br /> adverse effects on the environment. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE, AND ORDER THE FOLLOWING: <br /> SECTION 1. Findings for the California Environmental Quality Act (CEQA). <br /> With respect to CEQA, the City Council finds it has independently reviewed and analyzed the <br /> October 2024 Addendum to the Downtown Specific Plan Final Environmental Impact Report ("DSP <br /> FEIR")(SCH# 2001032014) and has considered the information contained therein, prior to <br /> recommending approval of the Project. The City Council further finds the Addendum to the DSP <br /> FEIR satisfies the requirements of CEQA and represents the independent judgment and analysis of <br /> the City of Pleasanton as lead agency for the Project. <br /> The City Council makes the following findings: <br /> 1. There have not been any substantial changes in the Project that require major <br /> revisions of the DSP FEIR because of new significant effects or a substantial increase <br /> in the severity of previously identified significant effects; <br />
