organization, has a formal partnership with the City and meets certain established criteria that allow for
priority field space allocation.
Currently the City charges $18 per hour, per field when lights are required, but there is no fee in place
for rental / use of the field itself. City staff completed a benchmarking analysis of other similar and
surrounding Cities and documented their Co -Sponsored Group rate. We expanded upon the comparison
to show full field use rate scheduled and indicated the Co -Sponsored rate for reference. This allows to
see where a Co -Sponsored rate typically falls within tiers of rates charged by each agency. See Appendix
F. Types of fees surveyed include field use fees based on type of user and type of field, which is how the
City of Pleasanton would ultimately like to establish their proposed field rate structure:
Natural Grass, Co -Sponsored Rate — per hour, per field
Synthetic Turf, Co -Sponsored Rate — per hour, per field
Light Usage Fee — per hour, per field (not evaluated by NBS)
The city's co -sponsored groups do not currently pay for field usage, yet as shown in the comparison, it is
a standard practice for other cities to charge, and the rate is based on the overall established rental scale
adopted by City Council for all types of potential renters of field facilities.
To ensure that any proposed rate for Co -Sponsored Group field usage does not exceed the costs of
providing services, City staff performed a cost analysis. The following table documents the results of City
staff's cost analysis, and NBS' review of that analysis:
Table 4.
