Stormwater Facility Inspections <br />The stormwater facility inspection fees studied are for required inspections per the NPDES Municipal <br />Regional Stormwater Permit under Provision C.4. These regulatory inspection requirements and <br />frequency (annual vs bi-annual, etc.) vary depending on the type of business regulated. City staff has <br />determined that Pleasanton's businesses subject to regulation fall into two main categories: <br />1. Small Facilities: Food Services Establishments and most Research and Development sites <br />2. Large Facilities: Notice of Intent (NOI) businesses and automotive sites <br />As further supported by the comparison provided in Appendix D, either a per inspection rate, or a <br />schedule of fees tiered by business type is the most common approach. <br />Regarding proposed fees for this service, City staff performed an initial calculation of the cost of providing <br />an initial annual inspection service to small and large facilities. Should follow-up inspections be required <br />for non-compliance, the same rate would apply per follow up inspection and also include the time for <br />issuing an associated correction notice. The cost analysis assumed a fully burdened labor rate for an <br />Environmental Services Specialist, calculated per the process described in the Calculation of Fully <br />Burdened Hourly Rates section, above, as well as the addition of average city vehicle usage costs. <br />Table 2.
