NBS made every reasonable attempt to source each comparison agency’s fee schedule from their <br />respective websites and compile a comparison of fee categories and amounts for the most readily <br />comparable fee items that match the City’s existing and/or proposed fee structure. The following <br />Appendix E to this Memorandum provides the results of the comparison survey conducted by NBS. <br />Appendix E: Co-Sponsored Group Use of City Fields <br />Conclusion <br />Based on the outcomes presented in this analysis, NBS supports the City’s need to implement new fees <br />or existing fees to be in-line with today’s costs. This adjustment will provide better cost recovery to <br />support the services being provided. <br />NBS reviewed City staff’s cost of service calculations and provided an overall framework for considering <br />fees. From here, the City’s staff report can consider outcomes and recommend fees at appropriate cost <br />recovery levels, either equal to or below the cost of service per service/activity, for the Council’s review. <br /> <br />Page 27 of 56
