Page 4 of 5 <br />In year three (FY27/28), at 15% cost recovery ($7.50/hour grass, $12.00/hour synthetic), <br />revenue is estimated to be $244,784. This includes all athletic field use, both grass and <br />synthetic turf. <br /> <br />In addition to option one, Table 3 shows other 3-year period options at various cost recovery <br />ranges. Option 2 reflects cost recovery starting at 10% in year one ($5.00/hour grass, <br />$8.00/hour synthetic), 15% in year two ($7.50/hour grass, $12.00/hour synthetic), and 20% in <br />year three ($10.00/hour grass, $16.00/hour synthetic). The third option reflects cost recovery <br />starting at 15% in year one ($7.50/hour grass, $12.00/hour synthetic), 20% in year two <br />($10.00/hour grass, $16.00/hour synthetic), and 25% in year three ($12.50/hour grass, <br />$20.00/hour synthetic). While more beneficial to the City, these higher cost-recovery numbers <br />represent a more significant change for the user groups who have historically not paid field <br />rental fees. This lower cost recovery method allows the fees to be implemented in a way that <br />is not overly burdensome to the organizations or the participants. <br /> <br />It is important to note that these fees do not reflect fees for special requests, such as lower <br />mow heights, which will be charged to co-sponsor groups at actual costs to the City. <br /> <br />EQUITY AND SUSTAINABILITY <br />Generating revenue to offset a portion of the costs for field maintenance helps ensure fiscal <br />sustainability for programs and services that benefit the community. <br /> <br />OUTREACH <br />A summary of the field rental fee cost analysis and fee recommendations were emailed to <br />each co-sponsored user group on October 28, 2024. Staff requested review and feedback by <br />November 4, 2024. Staff also called via telephone each co-sponsored user group on Friday, <br />November 1, 2024, to offer a direct line of communication for feedback and remind them of the <br />review and feedback submittal date. Feedback and responses are included in this staff report <br />(Attachment 4). <br /> <br />Staff also sent an email notification on November 8, 2024, for the November 14, 2024, Parks <br />and Recreation Commission meeting with a link to the agenda packet for review. <br /> <br />STRATEGIC PLAN ALIGNMENT <br /> <br />This action advances the following Citywide goals and strategies: <br /> <br />ONE Pleasanton Citywide Strategic Plan <br />• Funding Our Future, Strategy 1 - Develop a long-term strategy for funding operations <br />and maintenance needs to ensure reliability of community-owned facilities and <br />infrastructure and continuity of City services. <br />• Building A Community Where Everyone Belongs, Strategy 3 - Implement high priority <br />items from the Library and Recreation Strategic Plan to continue to deliver activities and <br />programs that meet the needs and interests of the community. <br />• Investing In Our Environment, Strategy 7 - Continue to invest in parks, bicycle, and <br />pedestrian infrastructure, and public art to improve traffic safety, promote climate <br />resilience, and increase equitable access to cultural and recreational opportunities <br />Page 20 of 56
