Page 3 of 5 <br />Synthetic Turf Fields <br />Fiscal Year Begin Date Rate Cost Recovery <br />2026/27 November 1, 2026 $8.00/hour 10% <br />2027/28 July 1, 2027 $12.00/hour 15% <br /> <br />During the construction of the artificial turf fields at Bernal Community Park in 2014, a <br />Memorandum of Understanding (MOU) (Attachment 3) was created in collaboration with <br />participating co-sponsored groups’ fundraising efforts for the Bernal Community Park fields. <br />This MOU allows eligible sports groups to use these fields without fees from the City through <br />October 31, 2026. Beginning November 1, 2026, Bernal Community Park field rental fees will <br />begin in accordance with FY 2026/27 rates for synthetic turf and natural grass. <br /> <br />Table 3 <br /> <br /> <br />Table 3 above shows estimated revenue over the proposed 3-year period based on past field <br />use allocations. Option 1, the staff recommendation, shows estimated revenue in year one <br />(FY 25/26) at 5% cost recovery ($2.50/hour) to be $40,648. This first year does not include <br />synthetic turf fields use at Bernal Community Park. It also does not include fields in use for <br />seasons registered prior to July 1, 2025. <br /> <br />In year two (FY 26/27), at 10% cost recovery ($5.00/hour grass, $8.00/hour synthetic), <br />revenue is estimated to be $121,954. This includes synthetic turf field use at Bernal <br />Community Park from November 1, 2026, through June 30, 2027. <br /> <br />Page 19 of 56
