4. Since the housing element is in place and we’ve seen activity increasing, can
Council be provided a list of developments in Pleasanton – showing number of
housing units by type and estimated property taxes to the City once constructed and
occupied? I presume some of this was input into the forecast, but when / how much
would be a policy conversation I think Council should have.
This request will require more time to compile the information. Staff will provide the
information when it becomes available. Please note that the 1% countywide
property tax paid by property owners, the City receives over 24% and the rest goes
to the County, schools and other special districts.

5. OPEB Trust Fund
1. Could you let Council know the balance as of year-end 06/30/2024 and then
maybe a more recent balance – say 11/30/2024 (I’d ask for 12/31/2024, but
even I don’t have my bank statements yet).
At June 30, 2024, the assets in the OPEB trust accounts including the 50%
with LPFD totaled $81.3M. At September 30, 2024, the assets totaled
$87.9M. It should be noted that Pleasanton’s retiree medical liability is high
compared to some of the Tri-Valley cities’ liabilities.

2. My past recollection was that OPEB has actuary reports generated yearly to
estimate its obligations, etc. – could Council be provided the last 2 or 3 years
of those reports?
Attached please find the Fire and Non-fire OPEB actuarial valuation reports
prepared for recent years.
